The successful candidate will demonstrate

The Procurement Expert (m/f) is responsible for securing the right materials, equipment and services for complex naval shipbuilding projects within cost, to the required standard and in full contractual compliance. The role independently manages complex and strategically important procurement activities across international suppliers, supports multiple projects and sites, and works closely with engineering, project management, quality, logistics, legal, finance, cost / value engineering and claim management functions.

The ideal person for the job will be independent and reliable, team player with systematic and meticulous approach to work. Furthermore, excellent verbal and written communication skills in English language is a necessity. For this position, you should have the following key set of skills in your portfolio:

• Prepare and lead RfI/RfQ processes, including proposals, request for quotations and Non-Disclosure Agreements (NDAs), and independently manage complex procurement activities;
• Source and select suppliers based on quality, reliability, technical capability, delivery performance and total cost, while maintaining strong vendor relationships;
• Prepare bid comparison and critically assess bid comparison, challenge supplier proposals and identify commercial and contractual risks and opportunities;
• Take ownership of the end-to-end procurement process, including preparation and issuance of purchase orders and agreements;
• Actively communicate in cross-functional teams (project team, engineering, planning) and coordinate with quality, logistics, legal, finance, cost/value engineering and claim management;
• Analyze industry and demand trends and develop and implement of sourcing strategies;
• Accountability for the procurement process of specific commodities and strategically important procurement packages and ensure compliance with legal and regulatory requirements related to procurement activities;
• Work closely with and actively challenge/support in-house Cost Value Engineering;
• Continuous optimization of procurement processes and assist in the implementation of procurement software or systems to streamline the processes and maintain accurate procurement records;
• Monitor supplier performance, challenge deviations and initiate the corrective actions to protect cost, schedule, quality contractual objectives;
• Responsibility for proactive escalation management (in case of contract deviations) and prepare reports as well as present procurement-related data to the project team and/or management, highlighting key metrics, cost savings, lead time and potential risks; as well as providing commercially recommendations and solutions;
• Processing of Purchase Order Management in the ERP System;
• Handling of claim management, control of invoices.

Qualifications

The Procurement Expert (m/f) has a background balanced with industrial experiences and processes combined with start-up fast moving organizations, as well as:

• Bachelor or Master degree
• 7 years minimum of demonstrated experience in procurement with sustainable experience in complex purchasing projects and strategic sourcing.
• Proven experience in managing complex procurement packages, supplier negotiations, contractual deviations, claims and commercial risks
• Experience in procurement within the shipbuilding/maritime sector or a larger industrial company is desirable
• Demonstrated ability to manage complex procurement activities and act as a subject matter expert for procurement-related topics.
• Strong experience in working with cross-functional project teams and international suppliers.
• Clear and precise written communication skills in Croatian and English language
• Excellent interpersonal skills

• Good technical understanding and excellent analytical and problem-solving skills
• Knowledge in project management is desirable
• Highly organized and able to multitask
• Well experienced in contract law
• Structured approach to work
• Self-driven and target-oriented personality
• High level of commitment and initiative
• Profound user knowledge in MS-Office programs (especially MS-Excel) is a prerequisite
• High knowledge of English language (written and spoken), German is advantage

Additional Information

In this role, you will report to the Head of Procurement and Supply Chain but will also closely work with other teams in our Croatian and international organization to ensure continuity of the day-to-day business and scale quickly.

The position is located in Rijeka and might include travel activities abroad and/or other locations from within the Division Naval Systems Rheinmetall.
